Question about skill not showing up in the skill bar

So I leveled a blink arrow to level 20 and then used the recipe to get it to 20% qual and then resocketed it, but it won't show up in the skill bar at all. The gem still levels, I just can't use it. I'm really confused, am I missing something? via /r/pathofexile https://ift.tt/2Aeisxz
