Where, Oh Where, is the Frost Arrow Recipe?!

Do I have to do "Regular Normal Salvage" or can I do the daily normal and still unlock the recipe? I still do not have frost or shock arrows and have been having my friends craft them for me in extreme... It's slightly annoying doing it like that so I'm wondering where I can get the recipe?!
