Adding fruit rind to fermenter... before or after fermentation?


I am brewing a beer that calls for grapefruit and orange rind along with a dry hop. In the past, I've added the dry hops after fermentation is complete (which I read was correct for that specific beer but not sure if that's the right time in general). This recipe (link below) calls to add the rind to the "FV". I assume that means to the fermenter but it's unclear whether it means pre or post fermentation.Is there ever a reason to add the rind prior to fermentation? What would that do differently?
