Something that has been on my mind for sometime that i would like to speak about and get the opinion of others on.This will be on the topic of inter state migrationRecently many states have enforced local job quota rules or are on track of doing so.Namely,Andhra Pradeshhttps://economictimes.indiatimes.com/news/politics-and-nation/andhra-passes-bill-giving-75-job-reservation-for-locals/articleshow/70374723.cms?from=mdrGoahttps://timesofindia.indiatimes.com/city/goa/in-favour-of-80-job-quota-for-goans-says-sawant/articleshow/70612628.cmsMaharashtrahttps://www.thehindu.com/news/national/other-states/maharashtra-moots-80-jobs-for-locals/article28789094.eceHaryanahttps://m.timesofindia.com/city/chandigarh/wont-mind-adopting-thackeray-style-for-ensuring-quota-for-youths-in-factories-dushyant/amp_articleshow/70166059.cmsMadhya Pradeshhttps://https://ift.tt/2LypsdV has got me thinking, the underlying reasons for such moves and the thought process which leads to such moves. When this country was created, the makers of the constitution had decided to give every Indian the right to reside anywhere that he/she wants. Underlying this thought was the opinion that it will foster national integrity and the assumption that all states will develop equally(more or less). But it failed to factor in the fact that India will forever be a republic of states where people are touchy about regional identities. The crux of my thought revolves around the people who seemingly make up the majority of inter-state migrants i.e. people from UP, Bihar. (I understand that it is not necessary that all these states received their migrants from just these two states but since numerically they seem to make up huge numbers and much of this discussion seem to revolve around them, hence they can be pointed out)For some personal information, I am from Delhi and have been around here for as long as I can remember. Each year that passes by I see more and more people from these states living on our parks and footpaths, creating slums, having extremely high birth rates, sections of them engaging in criminal activities(not at all because they are from these states but due to the low education and low income status of these people).(Before anyone say that they are here because there is a demand let me just stop you right there, there is ‘a’ demand but the supply is completely thought the roof, remember most of these people migrate to Mumbai/Delhi/Hyderabad in the ‘hope’ that they get a job and not on some call letter from a company.)Everyone is ready to make the claim that Delhi is unsafe for women but no one wants to target the crux of the problem that is this pushing of low income/less educated people into a more modern society.I cannot give you the statistics that you desire (because none exist) but only anecdotal experiences that I have personally witnessed or have had others mention it to me.The only Delhi CM who had the spine to call this out was Sheila Dixit in contrast the current one is a snivelling little shit who will do anything for votes, typical caricature of a politician. My point is that this migration is unsustainable, our infrastructure is in shambles, parks, footpaths and fields are being taken over and being used to live in and reproduce in, dirtying up the place and making the area all the more unsafe. All this has started to raise nativist sentiments(as much as people would like to disagree with) in Delhi which didn’t exist (or atleast to the extent) until some time ago, in closed circles and closed discussions talk is being had of the ‘labor class’ that is making the state unsafe and less liveable. It is with sadness that I say that it doesn’t seem far off in the future when reactionary tendencies of Delhiites will overcome our senses and revolt against this, the spark that will light the larger fire will come from another Nirbahaya like incident and people putting the ‘two and two together’ either ending up in violence at worst or immigration restrictions at best.(For example the recent Gujarat violence, https://ift.tt/34tmxf2 is where it connects to the larger picture of states enforcing local job quota rules. We cannot just keep denying that problems caused due to excessive inter-state migrations don’t exist, by keeping our heads in the sand, not having an open discussion, squeezing morality into the equation and diluting the arguments, we do a great disservice to this country and the republic. If this problem is left unchecked, not far off in the future, the existence of this republic will be threatened due to many states enforcing such restrictions and takeover of regional politics by regionalist parties. And besides all that, the people of UP, Bihar deserve better. They don’t deserve to scrape out hand to mouth existence working as a rickshaw puller or a chaiwalla in Mumbai/Delhi/Hyderabad with little to no betterment in their lives. They don’t deserve the violence.I know that they inherently don’t want to leave their native states but are forced to do so because of incompetent state governance (and central as well, Nehru’s Freight equalization Policy which killed the native industry in Bihar for example) which has pushed their economy into shambles. It is imperative that for the continued existence of this republic, to keep regionalism in check, cut down excessive inter-state migrations and push back on the emergence of regionalist parties that we industrialize all the parts of our country equally (I understand that such is not possible but we can definitely ensure that the states that are left behind have high literacy and small populations). We cannot afford to have our largest states with the most people and least urbanization waste away, that is a recipe for impending disaster. This is where the larger govt. policies come into play, the iron is hot for striking, we can liberalize our economy and flood the east of India with jobs by attracting manufacturing giants to set up shop in these states. As manufacturing is a labor intensive, less skilled activity, with smart policy we can attract these jobs into the east thereby soaking up the people of these states which in turn will cut down emigrations and hence disarm the regionalists. Why would anyone want to work as a rickshawpuller with barely any income in another state when one can find a better paid, more prestigious, regular wage job in their own?And as industrial activity picks up, it will propel the larger Indian economy into prosperity. The road to prosperity and social stability lies through our east. Its high time we recognized that.(To finish this (rant maybe?? Haha) off, let me just say that I hold no ill will against anyone and if I have in any way hurt people here who are from UP, Bihar let me clarify that such was not at all my intention, all I wanted was to put a case across so that we can make ourselves more aware and eventually ask for better policies and thinking from our leaders). via /r/IndiaSpeaks https://ift.tt/2LE8r1I
